Mr. Fosella (for himself) introduced the following bill.

A BILL
To make the F-22 fighter available for export to Japan in order to allow for further acquisition of the F-22 by our own Air Force.

1Be it enacted by the House of Representatives of the United States of America
2Congress assembled
3SECTION 1. SHORT TITLE.
4This Act may be cited as the “More Raptors for Less”.
1.SECTION 2. TO ALLOW FOR THE EXPORT OF THE F-22
2.The goal of this bill is to allow for the export of the F-22 to Japan.
3.The F-22 is the worlds most advanced fighter. The US air force has deemed that it needs at least 276 F-22s to maintain its position as the most potent air force in the world. Due to high unit costs, the US air force can only afford to procure 183. Unless export is allowed, the F-22 production line will close in 2011 and it will not be possible to procure more F-22s.
4.Japan is currently holding a competition to replace many of its aging fighters. Japan has indicated it would be interested in purchasing as many as 100 F-22s at the price of up to $300 million each. Japan has also indicated that it would be willing to foot the expected $600 million cost of developing an export version of the F-22 that would be tamper proof and less capable than the F-22 our air force has.
5.Japan has shown itself to be a staunch ally with interests that often converge with ours. With their own F-22s, Japan would be able to counter the North Korean threat as well as any potential Chinese aggression.
6.The passage of this bill will provide many American companies in every state with work that they would not have come 2011. The passage of this bill will also dramatically lower the unit acquisition cost of the F-22 so that the air force will be able to afford the minimum number of F-22s it has deemed necessary to maintain capability.
7.The passage of this bill would require the Obey Amendment in HR2266 that bans the export of the F-22 to be stricken or changed.
